It is clearly a water tower with some super efficient, green design that allows the water to be delightfully cold despite sitting in a metal tank in the hot Abu Dabi sun!

Apologies for the grand delay but the answer (Drum roll) is yes, cooling tower of sorts.
Wind gets funneled from the top of the tower downwards and cooled by circulating water. The wind eventually gets pushed out the four sides, providing the courtyard with cool breeze.
It works quite well!
