Is Japan claiming this street as sovereign territory?

I definitely do not recall from my drivers education class what a white sign with a big red dot in it means. Do you?

I can only deduce, by way of comparison to the sign juxtaposed to it, that this sign is potentially prohibiting red dots from this street (assuming a lack of contrast between the red dot and the crossed out circle overlaid atop it).
