Do not lock bikes to this fence. Lock will be cut.
But what happens after the lock is cut? Will the bike be confiscated or left for thieves?
If it is the latter, I would take my chances and lock the bike to the fence. But if it is the former, then I would try to find somewhere else to lock my bike.
Or is not knowing what will happen after the lock is cut the biggest deterrent of all?
Is it permitted to lock other things to this fence? What if I just want to lock my lock to the fence?
Do you think those responsible for cutting the locks have extra cool tools for doing so? The kryptonite locks would take forever to saw through … I bet they get to use some high-tech blow torch. That would be fun. I bet they secretly hope bikes do get locked to the fence, just so they can fire up the blow torch!
What would happen if you left your bike there WITHOUT a lock? What about if you put the lock on, but did not LOCK it? Would they cut the lock anyway?

To answer your first question, I think the answer is obvious. Someone would steal your bike. No work there for the fence monitors.
