Four’s A Crowd

What a perfect illustration of a micro-management rule set. Keeping the hound on a leash and picking up the (steaming!?) droppings I can understand – these should be rules.

But which person in their right mind would choose to walk 4 dogs at the same time? Is this a sign that common sense no longer prevails? We are left looking to our leaders (read: sign writers) to direct us towards ‘good life choices’.
