The question is, if the automatic shut-off is not going to work every time, does it have any value at all?
Imagine the adrenaline rush you would get when you are filling up gas suddenly you are faced with fuel blasting back at you out of the gas tank!
Maybe this is just another way to make more money. If people are spilling over, they are paying for extra gas.
