I’m all about being a rebel, but it strikes me that these ape-hanger handlebars are about the farthest you could get from motorized safety and still be street legal.

At the risk of sparking a heated debate (and safety aside) I always thought super high ape-hanger handlebars like that were stupid looking. Never got the appeal.
Agreed. And I imagine the first few weeks of riding like that would be so exhausting and painful. Holding your arms up in the air for any extended amount of time would be challenging since it’s not normal occurrence.
And turning at slow speeds (around parking lots, for example) would be a huge pain, I should think.
